Lee Vasey

Lee founded Horseguards Consulting in 2023 after working inside the UK Government for 10 years across BEIS, Cabinet Office, Public Health England, DCMS and DSIT, where he designed, set up and managed several major grant programmes. In his early career he worked in sales for a pharmaceutical publishing house.  

His exceptional track record ensures our clients receive unparalleled guidance in the financial management of government grants. 

Most recently as the Head of Finance for 5G Trials and Testbeds (5GTT) and Future Network Programmes (FNP), Lee successfully established and managed a portfolio of £500m R&D grants in the telecommunications sector.

Tony Sceales

Tony has held senior leadership positions in a range of organisations for over 30 years, creating and delivering technology globally. 

He is currently Chairman of AWTG Ltd, a leading Network and Software Integrator, and advisor to a number of public and private sector organisations.  

He led the development of the 5G Testbeds and Trials Programme at DCMS/DSIT, and contributed to shaping the Future Network Programme (FNP). He also led the development of the Fibre In Water Programme, from the Treasury sponsored Shared Outcomes Fund. 

In government Tony led the development, execution and assessment of several competitions for major grant funding.

Ed King

Ed has over 30 years’ experience in technology, media and telecommunications (TMT), with both consulting and operational roles. 

Ed’s strategic insight and technical excellence is invaluable to our clients.  His ability to communicate business needs to technical people, and technical opportunities and challenges to business leaders is a key strength.

He  is a Technical Advisor to DSIT on the Future Network Programmes (FNP) and advises the UK and Irish governments on fixed and mobile communications technologies. Prior to that, Ed was Lead Architect at the BBC.

Dr Alan Srbljanin

Alan has extensive experience delivering technology projects within the public sector, most recently with 10 years working across DCMS 5G and BDUK rural broadband projects. He has overseen all aspects of grant project delivery and reporting from application to exit, and brings significant insights into benefits realisation.

Previously, Alan was an economic policy analyst working at a senior level developing strategic policy for a regional development agency. 

Alan's deep understanding of grant reporting make him an invaluable asset to our team.
